Dr. Richard Mugahi is the Commissioner for Reproductive, Maternal and Child Health at the Uganda Ministry of Health, where he has led numerous initiatives. He is an exceptional and committed leader in advancing the maternal, child, and adolescent health agenda. During the COVID-19 pandemic, Dr. Mugahi served as the head of Uganda’s quarantine response, managing quarantine and testing centres nationwide. He has spearheaded the development and review of policies, guidelines, and service standards for maternal health, strengthened government structures, and rallied key stakeholders to support maternal health. Through transformational leadership, Dr. Mugahi has built a dedicated, motivated, and knowledgeable workforce.
He holds a Bachelor of Medicine and Bachelor of Surgery from Makerere University and a Master’s in Public Health from the University of Melbourne, Australia.
